On November 30, 2003, as witnessed by Hon. Elsie LEUNG Oi-sie (Secretary for Justice of Hong Kong Special Administrative Region) and other guests, Grandall Legal Group signed the Letter of Intent for Association with Woo Kwan Lee & Lo. On July 29, 2004, the application for the association was approved by Beijing Municipal Bureau of Justice, and later on 18 August 2004, a presentation ceremony was held at the Great Hall of the People, marking the first association under CEPA in Beijing approved by the government authorities and the first cooperation between law firms in Mainland and Hong Kong.

More than 300 participants attended the ceremony, including YU Ning (Vice President of All China Lawyers Association), Hon. Elsie LEUNG Oi-sie (Secretary for Justice of Hong Kong Special Administrative Region), Charles LEE Yeh Kwong (Chairman of Hong Kong Stock Exchange), ZHANG Yongtao (Director of Grandall Beijing), and William KWAN Cheuk Yin (Chief Partner of Woo Kwan Lee & Lo). The two firms will mainly cooperate on commerce (including securities issuance and listing, corporate investment and other corporate business), lawyers practice, real estate, company secretarial business, and intellectual property after such association.
